ESL Indentification continued...

 
ESL identification is in no way dependent on factors other than (a) and (b) above. Identification will not be influenced by the type of program model at a given school, the number of qualified ESL personnel, or whether or not a student generates special Limited English Proficient (LEP) funding for a given school year.
 
English Language Learners are identified through the use of the district Home Language Questionnaire embedded within the student enrollment packet. Completion of the HLQ is required of all new student registrants including kindergarten. This will identify any languages other than English that are:

 
  • First learned or acquired by the student;
 
  • Used by the student outside of school; or
 
  • Used by the adults in the student's home.

When a parent is non-English or limited English speaking, a translated form or translator is contacted for assistance. If responses on the HLQ indicate that the child’s first language is not English or a language other than English is spoken in the home, building level personnel responsible for registering the student will notify the building ESL teacher within three days.

Each school principal is responsible for ensuring that within four weeks of enrollment copies of the student's Primary Home Language Questionnaire form are filed in the permanent record folder of the student at the local school.

All school records and standardized tests that the student brings are reviewed and a language assessment using the Idea Proficiency Test (IPT) is administered by the ESL teacher to determine language proficiency within the next ten school days.

Information from this initial assessment will be used to determine the appropriate support to be provided for those students identified as English Language Learners and to inform teachers regarding instructional decisions for these students. The (IPT) can also be used to determine ELL student progress toward language proficiency, when a student should no longer receive program services, and as a measure of the effectiveness of services. Individual test results will be kept in the student’s ELL file. In accordance with Title III, parents will be notified of the ESL status of their children annually within thirty days after the start of the school year.

*If they are newly identified during the school year, parents will receive notice within two weeks of the assessment. Parents are given the option to waive services. Students are eligible for services in accordance with the state ESL guidelines.

A Cumulative Profile sheet on each student who is assessed with the Idea Proficiency Test (IPT) is placed in the ELL file. Current and/or past grades, if applicable, will be considered in the placement process. These services are offered as needed:

 
  • Modification of regular classroom assignments and tests
 
  • Pull out individual or small group instruction by an ESL teacher
 
  • Appropriate technology activities / other instructional activities
 
  • Peer tutoring
 
  • After-school and summer programs, if offered
 
  • Parent involvement
 
  • Other special programs / supplemental services for which the student qualifies
 
  • Monitoring academic progress of ELL students

The district’s policy ensures age appropriate grade level placement and prohibits retention based solely on lack of English language skills.

Students who are documented as ELL are also entitled to other services, as appropriate. Language proficiency cannot be criteria for exclusion. Other possible services include Title I, Special Education, Gifted and Talented, or Vocational Education programs.

NOTE: As required by federal law, all ELL students will be assessed annually and information regarding student numbers and progress will be reported to the Minnesota Department of Education.
